What is ECO4?
ECO4 is a government-mandated scheme that requires energy suppliers to fund energy efficiency improvements for low-income and fuel-poor households. Unlike earlier ECO schemes, ECO4 specifically targets households with the worst energy efficiency — EPC rating D, E, F, or G — which is where the greatest carbon savings and bill reductions can be achieved.

Who Qualifies for ECO4 in Walsall, Wolverhampton, Stoke, and Telford?
ECO4 eligibility has two routes:
Route 1: Benefits-Based (Automatic Eligibility)
If you or someone in your household receives any of these benefits, you may qualify regardless of income:
- Universal Credit
- Income-related Employment and Support Allowance (ESA)
- Income-based Jobseeker's Allowance (JSA)
- Income Support
- Pension Credit (Guarantee Credit)
- Working Tax Credit or Child Tax Credit (with income below £31,000)
- Housing Benefit
- Child Benefit (with income below £31,000)
You also need an EPC rating of D or below. This is the majority of Victorian terrace and post-war semi-detached stock in Walsall, Wolverhampton, Bilston, Bloxwich, Handsworth, Wednesfield, Stoke, Hanley, Burslem, Fenton, Meir, Telford's Malinslee, Brookside, and Sutton Hill estates.
Route 2: LA Flex (Local Authority Referral)
Local authorities can refer households that don't meet the standard benefits criteria but are in fuel poverty or on low incomes. Walsall Council, City of Wolverhampton Council, Stoke-on-Trent City Council, and Telford & Wrekin Council all operate LA Flex referral schemes. - Cavity wall insulation (where appropriate)
